"Chiisana negai zutto..." literally means, "Small wish always..." It's one of those things where it's not really a complete sentence, but the meaning is implied, kind of like politely denying a request by ending the sentence with "chotto", like, "Anou, ashita wa chotto..." ("Um, tomorrow is a little bit...", i.e., "Tomorrow doesn't work for me.")
